The Manitoba government and public health officials understand the public health orders have significantly affected the Manitoba restaurant industry, and everyone’s efforts to help people stay safe during the pandemic are very appreciated. With the identification of variants of concern in Manitoba, we all have to do a little more to protect ourselves and others during the pandemic.

As you know, new provincial public health orders are scheduled to come into effect at 12:01 a.m. on March 5. The orders will allow restaurants and licensed premises to have increased capacity limits of up to 50 per cent.

The new orders state that a restaurant operator must take reasonable measures to ensure that all persons seated at a table reside in the same residence. The new orders give examples of ways that restaurant operators can do this, which include requiring patrons to show identification, or requiring patrons to sign a declaration confirming they reside at the same residence.

This addition to the orders is intended to help balance the responsibility between restaurant operators and patrons; in other words, while restaurant operators must do their best to uphold the orders within reason, patrons are ultimately responsible for following public health orders while at a restaurant.

Manitoba public health orders also state that restaurants must collect contact information from all patrons for COVID-19 contact tracing.

An updated contact sheet has been developed to allow restaurants to collect information from patrons. Restaurants can ask the patron for their ID, or ask them to sign the sheet as a declaration that everyone seated at the table lives at the same residence as ways to fulfill the public health order’s requirement for reasonable measures to be taken to ensure patrons dining together live at the same household. This information must be kept for 21 days, after which time it will be destroyed. The information will be shared with public health officials if requested.

Dragonfly Delights Tearoom operates within another building, renting a commercial kitchen at First Presbyterian Church to prepare the made from scratch sweets, scones and savories. The church is under its own long lists of public health orders regarding gatherings. The tearoom will not be holding any dine in Afternoon Tea events at the church until the church has restrictions lifted for gatherings.

For 2021 Dragonfly Delights Tearoom has obtained a catering permit. We will still prepare Afternoon tea at the church but we will now be able to take the Afternoon Tea to you. We so much enjoyed your stories of Alfresco Afternoon Tea from summer 2020 that we want to bring afternoon tea to you in the park. And with smaller gatherings allowed, we look forward to being a part of special occasions at your home. The thought of being a part of your graduations, bridal showers, weddings, baby showers, anniversaries and birthdays at home is exciting for us.
